Q: But it was in Windows 7 Home Premium?
A: Yes it was! to cut cost they removed it from release and are selling it as an add-on feature or upgrade pack.
Here I tell you how you can get it but it's only for a limited time only and is said to expire at the end of November 2012. You need to be running Windows 8 Pro to upgrade as this is for those who brought it thinking they would be getting it Free. Fortunately the base Windows 8 users can upgrade with the Windows 8 Pro Pack available from the Microsoft Store for $69.99:

Add features - Microsoft Windows and and submit you Windows Live ID and they will e-mail you a key within 24-48 hours.
Once you get it, boot into Windows 8 and go to:
My Computer > Right Click > Properties > Activation Information > Add Feature > Select I have a Key > Enter the Key in the e-mail
Your PC will automaticlly download, install and reboot after updating and you should have Windows Media Center now.
